Canadian International Development Agency (CIDA) Consultancy Job Opportunity for Evaluator

The Canadian International Development Agency (CIDA) Programme support unit wishes to recruit a short term Evaluator to conduct a comprehencive evaluation of the Canada Fund For Local Initiative (CFLI) achievements from 2007 to 2012.
1. Background -
Within the context of the Canadian development policy framework, the Canada Fund program focuses on social, economic and/or technical development. The general objective of the Canada Fund is to enhance the economic, cultural and social life of the people of eligible developing countries. To achieve this, small/modest scale projects are funded to undertake initiatives that involve technical, economic, educational, cultural, and /or social development assistance to the local population.
The Canada Fund for Local Initiatives (CFLI) supports locally based, self-sustaining projects. It provides a funding mechanism that enables CIDA respond to local developmental needs especially outside its focal sectors and states.
The current programming priorities of the CFLI include: maternal and child health; women and youth empowerment; environmental health advocacy; and environmental protection against deforestation.
2. Objective -
CIDA seeks the services of a Technical Consultant to conduct a comprehensive evaluation of the CFLI’s achievements from 2007 to2011. The consultant will also document the best practices, and lessons learnt during the period under review.
3. Scope and Tasks - The duties of the Technical Consultant shall include:
· To analyze projectsuccesses and best practices.
· To evaluate the CFLI in terms ofimplementation of project initiatives and achieving expected results.
· To examine the results achieved against expected and identify any lessons learned.
· To assess the Canada Fund projects in terms of their potential impacton the recipientpopulation; the management capacity of the implementing/recipient organization; political and legal repercussions; and their potential impacton women and the environment.
· To develop a bestpractices manual on the CFLI evaluation for CIDA.
4. Deliverables:
· Develop a concept note on how the assignment will be carried out
· Developa workplan for the assignment to be approved by the PSU Director
· Developa report on the CFLI’s achievements, successes and challenges under the period of review
· Developa best practices manual on the CFLI
5. Level of Effort:
The Contract shall be for a maximum of two months; 5 days per week. The consultant shall quote a daily rate for ease of comparison and selection.

QUALIFICATIONS:
*. An advanced degree from a recognized/reputable institution preferably with post graduate studies in a relevant field.
*. Experience with monitoring and evaluation
*. Experience with report writing
*. Experience with donor, development partners or other public sector groups, institutions would be a definite advantage
*. Excellent English Language skills, oral and written.
*. Strong computer skills in various computer packages, especially MS Word.
*. Ability to work with minimum supervision.
5. Location:
The consultant will be based in Abuja with possibility of travel.
